Tips on increasing vegetation value?

As I understand it can only get increased with the Seed Vegetation project after the 40%, but I mostly mean before that; compared to all the other values it climbs extremely slowly for me and I don't know if I am doing it correctly;

I tend to have a couple of foresters nearby to lakes and put onto making the best plant they can (that actually has some places to grow), but still while water/heat/atmosphere go up by like 0.5 daily vegetation is on about +0.07 while growing trees. On top of that I basically don't see any effects of vegetation booms, they give me like a few patches of lichen and that's that even on 60% progress.

Is there some strategy to make it ...do something or are forestation plants just for forests for getting seeds and grass/lichen for improving soil quality for open air farms, while the only effective way of getting the value up is the rocket project?

I think you have a pretty good understanding of the system... vegetation is just slower.
7 foresters isn't that much though. It is good amount for preparing land for open fields or growing bushes/trees to harvest seeds from... but once foresters become seed-self-sufficient you should probably build a lot more of them... because why not! Make the entire map green! At that point your economy can probably handle it.

IF I'm going to finish out vegetation... I typically put a commander in the center of where I want to terraform from, with proper storage... then form a wide hexagon around it (in range of the commander) with each corner containing a forester and a sterling (or wind). So each commander maintains 6 foresters... and I repeat the pattern all across the map.

This mod is almost exactly what I would like to see in the base game -- making seed production directly translatable to vegetation increase.
The only difference is that I would restrict such a building to botanists to give them a role in the late game.

Unfortunately, in vanilla your only option still is to spam the vegetation rocket projects.
