They are optional, just saying :)

Kinda disagree with not going for either Austria or (ideally) Prussia, but it´s a path of no return. Once you DOW either, the goal is reduction to secondary power and Sphering. Else they will annoy you eternally. To cripple Prussia even more in each war, besides taking a state release anything that doesn´t have cores on you, else crisis with Poland will probably be a pain.

The first thing I did was hit Austria with a Liberate Hungary wargoal with Prussian help.
Prussia did nothing.
I basically won that war single handedly. Twas REALLY hard.

Another thing you can do with Russia is to take richest provinces of Japan, before they civilize. the trick i well known - Japan can amass huge number of soldiers but they have a northern Island which could be accessed by land troops and blocked by naval. Just build some advanced ships and occupy one or two regions at that northern island. Japan will move their doomstacks there - then you move and block them dead with superior ships and mop up defenceless mainland with your armies. You'll can solve problem with rare resources and prevent japan from becoming great power at the same time. Step-by-step:
1. Build several modern ships.
2. Move them to block northern island.
3. Land and occupy entire island.
4. Wait until AI amass doomstacks near blocked near "bridge" you blocked with your navy.
5. Evacuate army from n. island and remove naval blockade.
6. When doomstacks advance to the n.island- renew the blockade and start invading mainland.
7. PROFIT!
You'll get one of the rarest RGOs that will be ultra-lucrative with your technologies.

I have no idea why that is.

Thanks for pointing that out and it's VERY unusual. The USSR tried to Russify many of their territories and the Communist philosophy ostensibly sought equal treatment for all cultures and the genders.

Not all of them though, so if it is true that Soviet Russia could do with a Residency policy, it is also true that it needs more accepted cultures (for example, Armenian and Georgian) in this case, as to simulate self-govern and recognition of heritage as per soviet republics.
