It is for the Domos Potestatum game. It's quite casual - there are no house rules put up at the start. I don't think permanent alliances are permitted. It's all out.

Let's take the hypothetical situation of a Europe full of players. So players control Hungary, Ottoman Empire, Poland, Russia, Bohemia, France, Spain, England.

Well normally I pu bavaria and hungary as soon as i can and then wait for other thrones to come up and get them also, if there is no milan player it is always nice to get those 3 cores off of him and the italian universities. By this time you should of vassalised the electors so you can become hre easily. Then see if spain is intrested with a war against france, if you do this be sure to be on friendly terms with the ottos, and make them release some stuff. If you feel like being really mean to bb than guarentee lux at the start so he cant break out of the pu

about vassalizing the electors - do you mean diplo vassalizing or forcefully doing it? because I guess if i wanted to do it by force I'd immediately have the HRE attack me and I guess that isn't really in my interest at the start of the game

Try to diplo vassalize monarchies but use any war you're in to force it.
DOWing all of them is too risky in MP and I'm sure they'll be guaranteed

There's a very good chance you'll be able to get Bavaria within PU in the first 5~ years. Do so.

For the rest, try to chase PUs in the HRE as fast as possible. If you like vassal swarm techniques, try to stay at war as much as possible to avoid inheritance, if not... Try to keep your ways short and sweet. As for diplomacy regarding your neighbours... It depends on things like whether there is a Poland and/or Burgundy, who'll change your interactions with neighbours beyond somewhat. Austria's main job seems to be to play middle man between the many land powers of Europe, and to that end, you'll need peripheral allies. (Spain seems to be the most common one, more prolific multi player... Players, will be able to explain more effectively, I would hope.) Hungary is poor, but will still fill out your manpower quite nicely, and the Croatian provinces in particular aren't too shabby. You'll probably want to thrash out either a deal with the Ottomans, or a plan regarding how to contain them early in the game (they shouldn't expand too much into Europe early on for westernization reasons anyway).

Let's think long term.

What long term objectives would the standard competitive playing Austria try to achieve?

I am thinking:

1) Become HRE
2) To be the greatest landpower in Europe
3) Form the HRE as a nation? Or form Germany? I guess completing all the HRE reforms is difficult to achieve in an MP game. However Germany seems more manageable.

Also, about technology, trade, sliders, buildings:

Technology:
I guess I should ignore naval tech and try to stay competitve in land tech.

Trade/economy
I am thinking it might make more sense for Austria to be mercantilist? I am thinking it could work well if I can use my military muscle to close down any unwanted COTS in Europe.
Is production efficiency something I should be putting emphasis on? (over trade)

Buildings:

Focus on manpower buildings.
What about manufactories? How many manufactories should I be building - obviously more is better but is there a point when I should stop building them?


Government and religion:

I guess I should be aiming to become an absolute monarchy for the CB.
Staying Catholic would be best I assume

HRE should certainly be your goal. Containment of France should probably be another. Austria can't form Germany without culture shifting. This would be difficult to do due to how many Austrian provinces you start with, plus ~10 stab to shift capital and culture. Probably isn't an option in MP, it normally isn't a good idea even in SP. Ignoring naval tech probably wouldn't hurt, as the emperor you will get auto-military access though all HRE provinces (note, you will have access, but not the increased support limit unless you get the actual treaty, which shouldn't be hard).

I would suggest getting as many personal unions as possible, which probably means spies which means mercantilism. Try to take over Venice for their COT. Genoa and Lubeck wouldn't hurt either. As for buildings, that depends. As the Emperor you will get a boost in manpower (I believe +1000 per imperial state, which, at the start, means +50000), which means that manpower may not be your biggest concern. Early game I would focus on production buildings, late game I would go level 5/6 trade buildings. They are ridiculously overpowered, and more so if you are a large nation. With manufactures, I would avoid building too many. They are helpful, but expensive. Buy them whenever their price decreases (based on manpower), if you decide that the money is better spent on them than troops.

I am not an experieced MP player, but keep relations up with the papal sate until you can convert. You don't want to lose all your PUs to an excommunication.

Actualy you don't need to form hre - just pass 4 first reforms, and then just PU every country you need to form germany, form prussia, take prussian military reforms, form germany conquer your cores, own everyone. Letting OPM's in empire live is good as you gain place for SOI, plus they build buildings you can capture when you form germany.

PU Bavaria, Palatinate, and Bohemia ASAP if you can. Get emperor. Don't conquer land very quickly; stay below 10 infamy whenever possible. The best infamy targets are the milan mission cores, the Aquilean gold (you'll get unlawful territory here, that's just life), and vassalizing theocratic electors. Expand your sphere of influence and use it to diplovassalize as much as possible.
