Take the Bill of Rights idea, then you get an eternal Liberation CB (less Infamy and more Prestige than Imperial Liberation) on any country anywhere that owns provinces that can be released.

OK, as Burgandy I went to a lot of trouble to get a province next to the Golden Horde. So every 5 years, they "appear at the doorstep", and I go and beat them, demanding tribute. I demand that they concede defeat and they accept, and.... that's it. I don't get any imperial authority for it. How do you get imperial authority for winning horde wars???Make sure you border a couple of horde nations. In my last game I bordered three, and every five years I'd rush in, assault a province and demand concede concessions. That would give 30 Imperial Authority every five years.
Still have to figure out a better way to increase relations across the empire though. Sending out dozens of gifts is terribly boring micromanagement.

I may be wrong but I suspect this was probably seen as an exploit and then modded out?
