As per title I'd like to to run a campaign following the above path.
In my ignorance I'd like to switch to Prussia as soon as I hit technology 12.

Before switching though, a fundamental requirement is that I obtain the permanent modifiers given by Dithmarshen and Pomerania missions.
Pomerania's one should be fairly easy. Dithmarshen 5% admin efficiency (from 'Break the chains' mission) seems to require to own 50 provinces. Here's from the wiki:
One of the following must be true:
Obviously I can't wait for the 1710. So is my only option to conquer 50 regions as soon as possible?
Is there any event that I could take advantage of from Pomerania and Dithmarshen that give consistent bonuses?
Any other tips?

My end goal is to form Germany around 1710-1730 with max possible development having conquered only regions in Germany and Netherlands.

If you only plan to conquer in Germany and the Low Countries, you will have to spend quite a while as Dithmarschen, because that is tons of AE. The mission is kind of designed for you to be conquering Scandinavia which is a lot less developed, and neither in the HRE nor the Germanic culture group. That way you can get to 50 provinces a lot easier, while at the same time moving you closer to Russia for the final mission.

He could go to Africa or America too, later requires moving capital

Well my reasons to form Pomerania is that it would be right on the path to form Prussia without making any extra effort or waste any MP.
To form Hanover I need to own 8 provinces with Lower Saxon as primary culture. It will certainly cost me MP to move to switch to pomeranian culture (needed to form Prussia) .It will get some work to get the permanent modifier for Hanover looking at the mission tree. While the Pomeranian mission to get the permanent modifier is quite trivial.

I’m doing a Dithmarschen=>Sardinia-Piedmont=>Prussia=>Germany WC run right now and I went in two different branches, Hanover and Westphalia. The Hanover route was more work and it took longer, but those permanent bonuses make a huge difference. I took a more difficult route and skipped humanist and diplomatic. The Hanover game is a lot more successful of the two. I never considered Pomerania. I don’t find the bonuses and missions appealing.

Can I ask why you skipped Diplo and Humanistic ideas? What did you take instead and why did you think it would give you more benefits?

Can I ask why you skipped Diplo and Humanistic ideas? What did you take instead and why did you think it would give you more benefits?
I did it for a challenge. Sometimes I get bored doing the same thing. I went plutocratic, religious, administration, and offensive. It was not optimal at all. Religious is so powerful once you get into other religious areas. I was taking huge chunks of India and China decades before absolution. All it took was buying the cheapest TC and deus vaulting everyone. I think the unrest reduction from plutocratic and Hanover helped a lot. I converted provinces before TCing them. There are some nice monuments out there too. Skipping diplomatic is really a hinderance. AE was an issue. I dismantled the HRE early.
