Step 1: Find a nice valley, ideally with no water so you don't pollute your drinking water and kill 1/3rd of your population (yes, speaking from experience, happened on this save when pop was at 50k xD). It's also best if the sewage flows out of the map, but if not possible because you're not using the 81 tiles mod then into the sea should be fine
Step 2: Build a lot of sewage pipes, the more the better.
Step 3: Build the dam once the sewage flows down far enough
Step 4: Profit

Is it a net positive energy gain, if you just pump up the water without using it in buildings first?
I didn't even know this is possible, but I don't see why it wouldn't, it's a huge amount of energy that's being produced here. Since uploading this I built a further 2 dams. In total it makes ~1000-1500mw
