I do not like Europe Universalis III engine so my only option have been to play For the Glory like Europe Universalis II Ultimate version.

I have started to play Timuriods grand campaign, because in my thinking this is very hard to play (because of events 1450-1500), but now (around 1575) my land tehnology is second greatest in the world !?!?

Because I am new in FTC my question is:

In For The Glory there is still muslim research penalty like in EU II or ???

Im quite sure there is still the penalty, cant remember. But Ive also noticed (or at least believe) the AI is worse than EU2 in researching tech for some reason or another (perhaps that just my misperception). In a game I played the Timurids (and did an AAR) France and the rest of Europe ended up being well behind in Land and other techs, that was with the Timur mod (mind you, I got big and rich).

In 1794 (when I quit the game) I had all the techs, where as Scotland had the second highest land tech with 47, Austria 45, France 39, Spain 27. Second closest Naval 29, Trade and Infra 6 was held by Mataram hehe, neighborhood policy certainly still works.

i agree the tech is slow for some nations until land level 11, then it gets worse, BUT by 1730, they ( the nations that are behind) seem to level every 2 years

I tried everything, even adding 5 extra cots in europe and also removing cots in europe.

It must be the calculation formula

Yes. If you look at the file FortheGlory/DB/technologies/techgroups.txt you will find the table:

Edit: Unless the scenario you play has an error and the Timurids have the wrong tech group...? Which scenario exactly are you playing? The 1399 Age of Timur scenario? Or the vanilla game 1419 grand campaign as Timurids?
You could check you savegame. Under the Timurids entry there should be a technology entry like to this one:

If the "group" setting is missing perhaps the Timurids started with the wrong tech group in that scenario and have latin tech?

It has started with OK muslim tech group.

I do not know if I have annexed right states or there is game bug, because my research has become fast after first annexation. In around 1600 my research have become normal (slow)
