During a war does it take the same time to cross an occupied enemy province as it does to cross an unoccupied, fortified enemy province of the same terrain? Should it? Any thoughts? Should the time depend on fortification levels? It would make sense then to fortify border provinces in the game and not just the high value ones like CoTs.

(I am aware that in MP everyone fortifies border provinces anyway, but in SP its a waste of money).

I'm fortifying some border provincies in SP. It depends on my abilities to continue expansion that way and on position (for example Spain and France want to fortify their border provincies to make it harder to pass). I'm ok with previous system - when your army is not big enough it willn't go to fortified province, but when it is, then the number of defenders is smaller and they are sitting in the main city, so the armies can pass freely :) .
