You can actually get this with any nation that fulfills the criteria so it's not that deterministic

There really ought to be some event similar to this that would fire for nations with too free subjects if the objective is to make the serfdom/freesubjects slider a bit more balanced. Somehow I don't see making you subjects freer being the best possible solution at all times, or at least not in the short run, for an early modern state...
