Opens a few questions though:
1) WHEN should the AI respond, and when shouldn't it.
1b) How should it observe "response-worthy" behaviour.
2) HOW should the AI respond.
at 1)
just looking at the "big" countries: France, England, Italy, Germany, SU, USA.
Should England respond to the SU building industries?
Should France respond to Italy building industries? while Germany is building Panzers?
... and so on.
While it would be good, it will be very hard to determine what country should respond to what other country, and how much.
And what to do if the player is a "minor" Axis country, or a minor Allied country? Sure, the country will gain on the majors on the other side, but if these majors respond "too much" to this particular minor, they'll just get overrun by the other side's majors.
at 1b) basically two things (I do not know, obviously, how this is handled in HOI2 at the moment) - Should the AI start building industries right when YOU start, or will it only respond when your industry is finished? Secondly, how should the AI see that your tech is high? It's not like you go around telling everyone your teching to get those Tigers before invading Poland..
at 2) How should the AI respond. I mean, if I'm building industries, should the AI respond by smacking me around with his units, that he can produce faster since his industry isn't occupied. Or should it attempt to match my increase (which won't always be possible, Germany vs. SU for example, with the SU having far more room to expand) OR some other way?

Bottom line is, I like the idea, but I still see a lot of trouble (which ofcourse does NOT mean the idea should be discarded, but I rather have it not implemented, than implemented poorly)
