In the game files, units have a tier. Also, different segments of the population have it. Q: Is this used by the game?

Supposedly, the higher tier of units appear in the levies depending on the percentage of nobles and citizens in the culture.
If you have more freemen, lower tier units are present in the levies.
Only applies to levies.

Yes, it sounds logical, but it doesn't seem to work to me.
Culture has a percentage of units in the militia.
I don't think these systems work at the same time
Are you in beta 2.04? Supposedly there was a fix on levies and cultures
