I've been playing an Incan game and developed an accepted culture province to over 30, then when I had enough colonies, my best province no longer had accepted culture. I realized that my culture had developed the province by over 20 and therefore the majority of the culture in the province should be mine.

I propose that the culture of a province should be broken down into a percentage and the culture with the highest percentage should be the official culture of the province.

Each province could start at 100% unity and each time a nation increases the development, it would add a percentage of that nation's primary culture to the province. When that nations culture becomes dominant, the official culture of the province should switch.

This would provide a much more reasonable way to convert the culture of a province instead of clicking a button to remove the native people of the land.

Well i would also like a culture system (And a religion) Precentage, but im afraid thats not gonna happen in EU4, if it would be implemented that would be lovely tho.

But instead maybe just a new modifier for this:

For each time you spend points, into developing a province, you would get a 5% culture conversion cost reduction. Maybe another, more balanced number.
