Ottoman Empire
In the name of Allah, the Compassionate, the all-Merciful :
The Sovereign of the House of Osman, the Sultan of Sultans, the Khan of Khans, the Great King and King of Kings, the Commander of the Faithful and Successor of the Prophet, wishes to make it known :
1. We deplore the recent aggressive actions of Prussia, which have set all of Europe at loggerheads. Surely we, the most civilised people in the world, can find a better way to resolve our differences, especially as those differences are the creation of a single madman?
2. While the armies have mobilised, and are marching, they have not yet clashed. It is not yet too late to prevent bloodshed. Let us come together and speak of peace.
3. To that end, We have ordered that Our armies in the Balkans shall make no incursions into Austrian lands, nor will Our African garrisons raid the colonies of other nations. We hope that other nations may follow Our example, thus slowing the pace of the war and permitting cooler heads to prevail.
4. Although Europe has had its differences in the past, they were small matters, resolved by a border moved here or a trade concession there. This war will be different, a Gotterdammerung that will grind nations into dust and be ended only by revolution and famine; truly a War to End Wars. Such an outcome cannot be to the advantage of any nation.
5. In particular, the Austrian Empire, already weakened by the restlessness of its subject peoples, would surely collapse.
6. Therefore, once more We call upon the statesmen of Europe to come together and end this misguided war before it becomes terrible. Perhaps the imposition of a more sensible regime in Berlin is indicated.
7. The lights are going out all over Europe. But they are not yet dark; it is our task, our Allah-given Test, to see them lit again in our lifetime.
There is no God but Allah, and Mohammad is His Prophet.
