Ticks are laggy

is it just me or ticks are freezing for like 0.3 0.5 seconds even, taking up to half second on speed 2
i have i5 4690k + gtx 970 8gb ram

i still did not overclcok i5 to 4.4 ghz and gtx 970 to 1460s mhz but it seems i ll have to

The whole game is laggy. Zooming in and out. Ticks. Sometimes even just moving the camera around.
