Despite scarce info about that country there is enough to make several tech teams for them.
Ringang or Rinchhengang - He was part of the so-called "Four Rugby Boys" - (some Tibetian young men, sent to Great Britain to study modern science and modernize Tibet. Ringang was the one who accomplished the most. Mora about the Rugby Boys - HERE. I suggest reading the article in French as there is more info. Same goes for the 4 separate articles about the four men.
Tsarong - a prominent Tibetian military and political figure. Much info about him HERE.
So he was responsible for a great deal of modernization in Tibet after its independence. He started as a military man although I couldn't understand wether he was a field commander, a supplier of arms or just a political figure involved in war. Later he exercised both military political and economic power as he was commander in chief of the army and a senior political official. So this team will have a bit more specs because the variety of things Tsarong did. So basically he is like an industrial team with a bit of military specs.
Skill - 2 - Available 1913-1959 - industrial_engineering, management, general_equipment, training
Lhasa Arsenal - most of the info about this team is fragmented. I saw it on different sites and books always mentioned but never managed to find an actual date of creation. I got the active period from a book which can be seen HERE (

Trapchi Regiment - As far as I know this was an elite military unit formed in 1933. A more compact info about it HERE (Dutch article)

Men-Tsee-Khang - Tibetan Medical and Astro Institute. Info HERE. A rather interesting team for which I'm not sure it deserves even 1 skill but still.

Pic of Trapchi Regiment is from a photo of the German expedition in Tibet in 1938. I presume it's them because as an elites they will probably be present. Another thing they had boots and modern uniforms.Other Tibetian soldiers from photos I've seen are barefooted.
Pic for Lhasa Arsenal is from a site about Tibetian History. The pic is of some cannons at Lhasa arsenal.
Pic of Men-Tsee-Khang is of some Tibetian physicians as the pic of the actual institution doesn't say much.
Copy the pics in the gfx polder in DH Full. Copy the propaganda file in the scenarios/data folder and replace with the old one.

So I presume the arsenal existed in 1903 which is fair enough for the game. Basic specs and as skill of 1 should do.the arsenal at Lhasa was furbished up and a new water-wheel put in, and Dorjieff, on his side, stated that the Russians would have a detachment of Cossacks in Lhasa by the spring of 1903.
