It was an idea John had way back, that he and I vetted for a while. Eventually, he got a game to do it and it was quite a bit more fun and competitive than a normal one. Since that, every game that's used it has been a fairly big success.
The problem with that slider is that it creates two camps-there are the naval powers, who rule the seas but cannot fight on land (at least until toward the end when land morale caps out at 7), and the land powers, who rule the land but cannot fight at sea. Ever. At least not with any effectiveness. That's not realistic. It's certainly not historical. And it's not much fun either.
With this setup, there've been Austrias that matched England in naval power, Ottoman Empires that dominated the seas, England's that menaced Europe, etc. The slider just affects too much. It destroys all choice in the game. You have manpower, naval support, naval costs, troop costs and, to top it all off, a damning morale modifier.

Nothing, from what I can see.
England does get into a position to mint heavily early, sometimes, although it's a dangerous trap. It gets enough deflation through historical events to survive it, but not when it accomplished nothing in the process.
Oh, and you might avoid this if you showed up. Any progress on the ICQ?

Well, since neither Dynokeg nor yourself were present, it's easy to see why this agreement wouldn't have been upheld. In any case, Sweden and NL are also colonial powers in North America. France has a couple of colonial cities and tp's, England has about 8 provs around the St. Laurence + acadia, and 2 in Florida.
