I wanted to play a radically different game as Germany, one where I minimize my threat and delay war with the Allies until I reach certain goals. But I have a small problem. Threat is now increased by brigades (active duty brigades generate more threat, and reserve brigades generate threat based on your laws), so even if I enact no decisions, I will generate enough threat by 1940 or so to allow GB to DOW me. And once that happens, the Soviets will probably DOW me by 1942 or so.

So, I want to minimize my threat, but I need to know if planes and ships count. And aside from not enacting decisions and not spamming active duty brigades, and not DOWing anyone, what else can I do to minimize my threat in FtM?

The strength of navies was always a matter of great concern: Germany's navy was supposed to be limited by Versailles and the other major Naval powers (Russia doesn't really count at that point) had all signed up to the Washington Naval Treaty in '22, limiting their deployment of BB hulls. As such I'd hope any capital ship production at least would generate threat. Germany's air force was also limited by Versailles, and any breach of the terms of that Treaty should produce exponentially increasing threat.

The swingometer is gradually moving away from upgrading to FtM, here. Tentatively, I suppose, since your info isn't definite about FtM.

Do all brigades create the same amount of threat?

Would a Med Armor Brigade create more threat than a INF/MIL Brigade?

same threat impact for construction except reserves who have much lower. however actual combat and such are much higher from naval for example.

the DoW is so stuff will actually happen. its a war game after all, but you would still need to have lowered your neutrality as Britain. If you dont like it its one line only to remove from the ENG.lua script.

Alright, so building 20 subs would have a substantial threat impact. That makes sense, but I thought I would ask anyway.

And Podcat confirms what I already suspected: the Brits cannot DOW if threat does not exceed neutrality, even if the AI is programmed to do so.

I'll have to see how far I can expand the military before going over the threat threshold. Looks like sticking with Volunteer Army is the right answer. but planes and ships are going to be trickier.

Well, actually you should remove a bit more than one line for performance reasons, France may still DoW (I'm not sure about that) and it's actually not trivial to find that line unless you have at least some expertise in lua, but otherwise your statement is correct :D
