I'm playing as the United States, and the game is now in November of 1940. I've suddenly found that United Kingdom is justifying a war goal against me. That's a very unwelcome development under any circumstances, but the timing here is even worse since most of my land, air, and naval forces are either in or close by the Pacific theater. I didn't think one democracy (I did check to make sure old Winston was still leading a democracy, and he is) could declare war on another. How seriously should I take this threat?

In actuality they (probably) aren't justifying against you (or one of your allies/puppets). They are probably running one of the NFs that could lead to war with you or one of your allies/puppets. Typically these NFs deal with claims or some such.

If the naval treaty is still in effect you might be breaking that, especially if you've done a large build up for the pacific. If the treaty has expired then I've no idea, I don't remember an focuses the UK have that might challenge the USA on the unmodded democratic path.

I have had both ENG and FRA declare on me (as USA) when exceeding the Naval Treaty. Have seen both declare and invade the East Coast.

Personally, I don't believe for one second that either France or England would have declared on the US, they were far more interested in having the USA as an ally,

No not historical. And the Naval Treaty has expired or ended somehow. I've had my subs take a look around the North Atlantic and eastern Canada, and there is no sign of any preparatory action. I did use the improve relations action to get their opinion of me maxed out. I also see that they are willing to give me docking rights, so I'm thinking this threat really isn't one after all. the whole thing felt weird.

Did UK do "No More Appeasement"? That focus seems to start them down a branch of their tree that gives them war goals on lots of odd places (Iran, Iraq, the freaking Netherlands). The war goal on the US might spring from that. I've never gone down that tree myself as the UK, so I haven't looked too closely at it, but whenever I've seen the UK do it, the results have always been a lot of inexplicable wars with people not named Germany.

The British cannot get war goals on the USA through No Further Appeasement. They get wargoals on those three, plus any nation in continental Europe that causes 10 WT. "Enforce the Naval Treaties" gives them decisions to threaten nations that approach the size of their navy, but I'm pretty sure they can't use that without the Naval Treaties.

Maybe the conditions that give the "potential war" warning only checks navy sizes, and not if ENG can actually use their decision?

Is UK possibly justifying on a western Hemisphere country you guarantee? Check UK in the diplomacy screen, the lower left where you see who they are allied with, at war with, improving relations with etc. and also check their current focus if you can view it.

I have fought King's party UK as USA and as I recall they LOVE to fight over the Caribbean.

They must have because they did go to war with the Netherlands, Iran, and Iraq. But as soon as they did so, their justification against the U.S. vanished. Giving Germany such free rein can't be good for U.K. Germany may own most of the world before I can even get into the war.

You're right. I was mis-remembering something I'd seen on their tree. It's been a while since I've played UK, so I apologize for bad info. I can't believe I forgot "Enforce the Naval Treaties" considering I've had that one directed at me as an Italy player a couple times, since I never spend PP abandoning the treaties... They get junked automatically as soon as one of the signatories goes to war with another major, which is guaranteed to happen sooner or later, and submarines and destroyers are the naval meta, anyway. Better to save those PP and invest in advisors or something.
