Basically, and mostly, to avoid (often very) outdated info to "come to the surface" again, thus potentially confusing the readers as of what is (for example) the state of a given issue in a game.
The original people involved in the conversation may not even visit the forum anymore.
Basically if it has been a while since a post has been made in the thread then it is time for a new thread.
People have a tendency not to read threads that have been going on for a longtime, so if they are only going to read the posts on the last page it is beneficial to you to start a new thread as well.
