Thrall worlds will not upgrade capital building

Am I missing something here? Why don't I have the option to upgrade to the governor's palace?

Really killing my stability here

It's a brand new bug they introduced in 2.2.3 and 2.2.4. Humans taking hive mind/machine planets don't replace their buildings, and vice versa.

There's basically only 2 workarounds right now:

1) Downgrade back to the 2.2.2 patch, load the game and unpause, at the beginning of the next month it gets replaced, save, exit the game, upgrade back up to 2.2.3, and reload the game.

2) In-game your only option is to resettle all populations off the planet to de-colonize it, then send a new colony ship to re-colonize it.
