Actualy, PU's are not needed for WC. You just need to have good enough infamy reduction AND good CB. And get lot of free cores.

Besides that, to get a good CB, like a border dispute to get cores, you'll need a good Diplo ruler. Then you would go repluplic, hence no PU's.
