Puzzling. Why would Paradox pick three additional characters as the preorder bonus, which actually sounds like three fewer characters for those who don't preorder?
Of all the contents already prepared for the DLC, isn't that flavoured map & UI the best choice for the reward? I must say, when compared with it, a few more characters are not attractive at all.
Instead of being confused and realizing their game is missing a few French men due to not preordering a DLC in 2023, the new Victorians who will buy the game in the future should have access to enjoy the same game content, and hopefully become regret for not buying the game & DLC earlier when they see the well-decorated interface.
This one really wants to witness Victoria 3 become a successful and profitable game! But the bonus setting is really unreasonable.
