Sentient life isn't always coherent in their beliefs. It seems that a culture could emerge onto the galactic stage with views which seem contradictory. These could simply be rarely-chosen (and probably relatively challenging to play) ethos combinations, or they could have some interesting associated mechanics/civics.
Some ideas:
Peacemakers: Militant/Pacifist (Neither may be Fanatic)
Peace through violence, peacemakers have a special War Policy which pleases both their pacifist and militarist factions: Pacification Wars. They get the "Pacify" Casus Belli against any empire currently an aggressor in any war. Surrendering to this CB would require the nation in question to end all current wars in which they are the aggressor (they can get a Status Quo if the other party is already agreeable to it, otherwise they are required to surrender) and it would force them to select "Defensive Wars Only" for the next 10 years.
Pet Keepers: Xenophobe/Xenophile (Neither may be Fanatic)
This culture loves aliens, but doesn't see them as people. Allows the use of xeno slaves but only as "Domestic Servants". They can still take Xeno-Compatibility. Eew.
Machine-Cult: Materialist/Spiritualist (Neither may be Fanatic)
A culture obsessed with technological progression and transhumanism as a religious principle. Lacks the standard spiritualist dogma against robots, AI, and cybernetics.
Public Servants: Authoritarian/Egalitarian (Neither may be Fanatic)
The ruling class of this society exists for the sole purpose of making sure everything is fair for everyone. Has a special "Public Servant" slavery type which can only occupy leader jobs.
