Not sure I'd want that. Even as an Environmentalist, I still have reason to clear blockers on some worlds -- e.g. for Arcology Project on a few planets.

The anti-synergy is that blocker-clearing is less useful for Environmentalists, but it's not totally worthless.
Unless it's a tomb world, building an ecumenopolis isn't very environmentally friendly.

Tomb worlds & conquered homeworlds with no natural blockers left, yeah, that's pretty much what I was converting.

I could argue paving over a tomb world is not environmentally friendly either, the environment may be hostile and fundamentally different than originally there is a functional biosphere on tomb worlds (truely anhilated worlds are toxic instead). It would be nice if you could directly climate restoration into a Ecumenopils, because taking a barren, lifeless rock and making it a city planet seems like the only environmentally friendly way to do it

If Environmentalism means preserving the naturally occurring ecosystem, then there's nothing left to preserve on most Tomb Worlds.

If Environmentalism is supposed to mean creating beautiful planets full of life, then Terraforming should be made more compatible with it.

Both are cool, but one of them seems more like what the current civic rewards.

Some other thoughts for ways to improve Environmentalist:

1: Give a discount on environmentalist resolutions in terms of influence cost to propose and a flat unity gift for all environmentalist empires in the GC any time one passes
2: Give extra unity/amenities every tier of environmentalist resolution, instead of just once mid-tree
3: Make tier five of environmentalist tree give every empire Environmentalist and remove Relentless Industrialist much like T5 Reverence for Life makes all robots become rogue servitors
4: Give an empire wide +1% diplo weight per natural blocker at some point in the environmentalist tree (this benefits environemntalist the most because they are the only ones likely to have any
5: At tier five in Environmentalist add a planetary decision to add (1/2 planet size) unremovable natural blockers to a planet in exchange for making it a Gaia world, basically a reverse project cornucopia "By setting aside most of the usable land on this planet we can keep the world pristine and in balance, meanign the lands we do set asside for use will be more efficent thanks to more stable weather and a healthier bioshphere"
