Whilst a detailed mechanic such as the one you suggest would be fantastic, a hyper-complex city building simulator would be a lot of micro.

We're trying to strike a balance between allowing the player to customise their cities, and also not requiring so much attention that the task becomes daunting for a nation with many hundreds or thousands of cities.

A solution would be to limit most cities to remaining small and only the largest ones having all the buildings. I mean, the population didn't exactly rise across the board everywhere, in fact it probably got concentrated in Rome. There are accounts (Pausanias?) of the Peloponnese becoming depopulated. It would be cool for there to be systems whereby the pops will concentrate in places rather than every town just getting bigger and bigger.
