I highly doubt it was cut. I would think they ran out of time. Honestly, I feel they should have delayed this game a year just to add polish and round out features already in the game. So many systems feel like they arent fully implemented correctly or fully. It frustrates me that companies feel that releasing half finished games is somehow acceptable. I am now worried because (in my opinion) they rushed the launch the game will get negative press and we could have another imperator on our hands which would be a real shame and be a huge disappointment because I love this era of history.
The press is in love with the game. It probably checks all the boxes for them (it's pretty, there's women, socialism). But that's how reviews are pretty much anything. The magazines that make reviews benefit from the industry.
I've yet to see any content where anyone seems like they are genuinely having fun. It's just memes and weird stuff. Whenever there's a war they just kinda hush up probably because they know it's a dumb system.
The real honest reviews are pretty scathing.
From my POV it's never going to be as fun as Hearts of Iron. If you can't do encirclements, or back your enemy into a corner, it just isn't going to be fun. The war system is junk. There's no excitement if you can't control the army's directly, same for the Navy.
And it shares most of the same flaws as imperator. A wide time frame where things go unrealistically, backwater countries advance too much. A great degree of sameness for every country (except these economic stuffs).
Nobody gets excited about buildings.
