This is me about halfway through modernizing (off of a Portuguese colony in Mexico) in my Ming ironman game. My max manpower is sitting at 71k with a barracks in every single province. What was Ming's manpower before CS if it had a barracks in every province (and the temple faction in charge)?

Nice Great Wall there. Dunno if you really need that many Forts next to each other, though.

Also yes, in Common Sense an average Ming province has about half the base Manpower of an average European province. Evidently Manpower has nothing to do with population.
