I played two full games this last two weeks (Portugal and Poland). I wanted to write a thread about what feels wrong imo.

I/- Fort system
The new fort system is great : it limited the "army manhunt" war and established the siege war. Now, besieging a province is expansive in terms of manpower and the defensive behavior (build an "iron belt") is now relevant.

A/ Fort ZOC
But the ZOC system is not that great. It extremly reduced the tonus of the war by abusivly limiting the movment in the non-fortified province. According to me, it should go. Another solution would be to grant to Tech 29 (Impulsive warfare i think) the ability of ignoring the fort ZOC. It would better described the napoleonic war (destructing the main army and not losing time to siege fort) and bring balance to the game.

B/ Fort, Ducat and manpower
Another grieve that I have, is the maintenance cost of the fort, the mothballed system and the fact that the garrison does not cost manpower. One should know that the best fort are the one that does not need a lot of men to defend. Here what would be better, according to me :

- You have a fixed cost for all fort (Let's say 2 ducat/month) whatever the fort level is (2,4,6 or 8). Upgrading one fort should be only a matter of building cost not maintenance.

- You can choose how many troops you want to garrison in your fort (a cursor to choose the maintenance like army, naval, colonial or missionary). The cursor at 100 would cost : 0.1(base infantery cost) x (number of infantery regiment) ducats/month. (1 ducat per month for a forteress with 10 000 soldier).

- Fort garrison should cost manpower. Choosing the fort maintenance will be a strategic attitude : The war is going on for five years, i have no more manpower : I could take the risk the degarrison the troopos in my forteress (by moving the cursor on 20%-10%) => fresh troops to sent to battle ! That move could be very risky, if someone declares war on you. ( to be continued)

Next part :

I am conscient that this new system will allow country to stock manpower : with 20 lvl 8 forts at 100% maintenance, I would have 16 000*20 = 320 000 manpower in my fort, for 72 ducats/month.
I propose one thing to counter this : Having +50% of max manpower in fort and +100% will grant respectively a malus of -5% discpline and -10% discpline. (soldiers start drinking and playing card). The same for +150%,+ 200%, +250%... (15,20,30%) This malus will come from an event that repeat each 5 years.

I think these arrangment would make defence/attack much enjoyabe.

II- Liberating a country/Client state

Today I fight ottoman : I ask for all the greece province (I wanted to relase greece as a vassal). But surprise ! The only core greece had was an island. I had two way of completing my will :
1/- Liberating greece as a vassal, and sell for 0 ducat all the greece province => -100 prestige
2/- Create a client state with all the province : No greek flag, and i can't name it greece...

I have two thought :
- A Nation-State (Greece or Scotland for example) should always have core on their first culture province. So, when you release them, you would relase the entire country.
- You need to merge the Client state / liberating vassals systems. They are redundant. When you relase a country after Tech 22, you should be able to give them the province you want without losing prestige.

III- HRE

In my game, Bohemia was always the Emperor. With 6 provinces. I don't understand why the elector vote for that guy I humiliate him a lot of time, and he was never able to defend the HRE. The elector should consider the strength of the candidate for imperial crown. A garantee on an elector should also give a +50 vote intention

IV- Development and Monarch Power.

I think that system works perfecly. For the small nation (I played Ireland with a bunch of friends in MP), it allows you to exist (I have a fleet of 4 galleons !!!) and to develop your country.
For great power, it allow you to upgrade your capital province and to develop some provinces that are important (i.e. that produce intersting goods, like Madeire for the Portugal).

And it also does not affect the technology and doctrin curse : I finished my game with all techs and doctrins available. It's great balanced.

V- The french name for the Commonwealth is the "République des Deux-Nations". You should change the name to Poland-Lithuania (instead of Commonwelath) when you proclaim an Empire or become an absolut monarchie thanks to the event.

VI - I bought the game when it came out, and it is getting better and better. Keep up the good work !
