Anyone know exactly how to get this achievement to trigger?

I got a popup that said something about the revolution spreading to me and it gave me a special CB against Portugal which is the birthplace of the revolution. So i used it and have him at 99% w/ Lisboa occupied <Had to siege all south America - kill me now> but it still hasn't triggered yet. Does the achievement not trigger until i make him dismantle the revolution? I figured it would pop when i went to 99% but it didn't.

The achievement text says "above 99%," and the code says that the revolution target cannot have -99% warscore, which I think means you need 100%.

When an enemy is stuck at 99% warscore, they probably have a province sieged somewhere in another war. Find it, unsiege it (you can walk into it without needing open borders as long as you're at war) and you're golden.

That, or Portugal has a bunch of islands.
