The Revolution Target country just would not appear in my games (tried 2x!) so I decided to alter my strategy.
1. Played as France but only took the French region and never expanded too much
2. Got a colonial subject nation and took the entire east coast
3. Sped through the game at speed 5x until 1750
4. Went bankrupt (multiple times!) by building tons and tons of heavy ships and artilery units.
Eventually rebels spawned and my government was changed to a Republic. However, this was NOT the Revolution I was looking for.
One more batch of Revolutionary Rebels spawned a few years later, still did not become a Revolutionary Republic/Empire.
Finally got an Event and became the Target of the Revolution.
Took as many loans as possible, abandoned all NIs, and policies, sent all my money to the CN, released subject > chose to play as them too
5. Finally got 100% WS against France > done.
