Really? That is a bummer. I liked to make "rebel nations" scenarios, this will make it quite hard.
I can somewhat understand for multiplayer if competitive but else, I don't see why this restriction would be there.

Yeah, that's how I feel about it too... I thought the whole point of having custom nations was to basically redraw the world map as you see fit. Doesn't limiting that ruin the whole purpose of having them there in the first place?

Yeah, I made a thread about how custom nations couldnt make formable empires. They changed that in the most recent patch, and I think they will change this if we get them to read this thread.

Knowing what is the purpose of limiting that would help greatly. Maybe there were some crazy bugs with missions/border disputes between custom nations? Some mechanical problems? Because removing that due to 'balance' would be completely crazy given this is already customized sandbox mode...
