It sounds bizarre. But I have never seen anything remotely like the situation of an AI disbanding its entire army, at war nonetheless. Losing troops and wars absolutely, but they always have a regiment or two here and there. However, if you actually did give them 70 million manpower it might have had unexpected effects on them as there is no way they could achieve that in a normal game. Still probably worth a bug report unless it was a modded game.

Well I guess if nobody ever saw this happening, the fact that I gave them too much mp might have made the AI act bizarre.

The more I go on with the campaign the more I'm convinced it's a matter of money.
If I give them subsidies (about 100 ducats per month) then they keep their armies close to their force limit.
When the subsidies stop they start disbanding.
The thing is that despite having 2 more regions than me right now (about 120 provinces) they make 8 time less...which is a huge difference.
I think one of the main culprit is the fact that they have their capital still in Costantinople node (Sugla/Smyrna), while I have the majority of trade power in that trade node.
So basically they keep sending revenues from other trade nodes to Costantinople...financing me..
