You have a border with Kotte, so you've got a bit of border friction. I don't see why straits shouldn't count as borders for this purpose.
I'm not sure what event you're referring to; the ones described on the wiki don't mention inaccurate maps. In any event, border friction can arise from a variety of causes, not just from map issues. To emphasise even further on this, the water in that strait is so shallow you can virtually wade across the whole thing. Only very rarely is the water there deeper than about a meter. Out of all straits in the game that can be crossed without a navy, this one is probably the most justifiied.To emphasize the above comment, there's a number of minor islands not visible on the map. Important among those is a thin chain of islands leading from mainland to Sri Lanka that now hosts a bridge - this makes the border less absolute than it would otherwise seem. Plus, border friction can also indicate a degree of expansionist ambition ("ok it's theirs but I can see it from here and how hard would it be to just go over and 'yoink' it?").
