I don't think it's going to be "unfair" to add things like this during the campaign because hey, nobody knew this was going to be added.Also only 4 hours left for the meeting, so use them wisely Reds.

It is decided then, that should the opportunity arise, I will propose Administrative reform if the Whites are in agreeance. The Blues must be stopped in their mad drive towards destruction.
The Reds are the only true guardians of the Imperium, it is good the Sacred Emperor thinks so as well. Through disasters, wars, and rebellions, the Imperial Army will always be faithful.
