normally with a 4 year election cycle frequent election gives 1 year less, which is down to 3 years, or alternatively 75% of the initial 4 years

playing as Florence (an italian signora / and same for all other italian signoras as well) I want to chose frequent elections as my government reform
the balance problem is simple these government have 12 year election cycles and 11/12 is 92%
the same is true for Consolidation of Power as 13 years and 12 years are once again unbalanced
it seems to make the most sense if the changes to election cycle length are scaled with the inherent election cycle duration
