Urbino has two provinces, one of which they just conquered in a war and Ancona with a force limit of somewhere less than 10
Urbino is now a "competing great power"
This makes absolutely no sense, because France considers me a "competing great power" too
Urbino, France and a 10 province Milan cannot possibly all be great powers, there must be a line drawn somewhere
Also diplo-vassalizing countries takes far too much effort, Urbino gets no tax income from the province it just conquered yet considers it's tax base to be comparable to my tax base and thus will no longer accept an offer of vassalization
Hence I'm going to have to conquer them again, instead of my dreams of creating many little vassals and slowly annexing them over time
