This AI is driving me batty!!!

Playing GER and hit Poland after the Danzig event. I have 8X6 flotillas of type IX u-boats set on convoy raiding in the North Atlantic and 4X2 NAV patrolling the North sea. My 3X4 INT squads are set to patrol the wastern front while I am busy.

I notice that I am not getting any convoy sinking reports; but write it off as bad luck... I am busy after all. I'll ge tto it in a week or two (game time). I then notice that my beligerance level is 40 and England and France hasnt Declared war on me yet!!

I don't think its a matter of belligerence.
I may be wrong, but I think poland couldn't/didn't join the allies. There is an event for poland in which the brits offer them an alliance. In your case either the brits didn't offer them or the pols rejected the offer. By the way this occurs very rarely.
Anyway no problem, just DOW France and invade through the low countries.
