Manpower:
Austria 115 / 533 = 21,5% * 10 = 2 power points
Ottomans 91 / 533 = 17% * 10 = 2 power points
Muscowy 87 / 533 = 16,3% * 10 = 2 power points
France 79 / 533 = 14,8% * 10 = 1 power point
Spain 76 / 533 = 14,3% * 10 = 1 power point
Brandenburg 40 / 533 = 7,5% *10 = 1 power points
England 32 / 533 = 6% * 10 = 1 power point
Sweden 13 / 533 = 2,4% *10 = 0 power point
Total 533 / 533 = 10 power point

Fleets:
England 73 = 73 / 234,5 = 31,1% = 3 power points
France 64 = 64 / 234,5 = 27,3% = 3 power points
Ottomans 0 + (155*0,25) = 38,75 / 234,5 = 16,5% * 10 = 2 power points
Sweden 6 + (73*0,25) = 24,25 / 234,5 = 10,3% * 10 = 1 power point
Spain 6 + (62*0,25) = 21,5 / 234,5 = 9,1% * 10 = 1 power point
Austria 7 = 7 / 234,5% = 3% * 10 = 0 power point
Muscowy 3 = 3 = 0 pp
Brandenburg 3 = 3 = 0 pp
Total 234,5 / 234,5 = 10 power point

Income:
Ottomans 1187.8 / 5031.2 = 23.6% * 50 = 12 prestige points
Spain 896.1 / 5031.2 = 17.8% * 50 = 9 prestige points
Austria 791.1 / 5031.2 = 15.7% * 50 = 8 prestige points
Muscowy 754.7 / 5031.2 = 15% * 50 = 8 prestige points
France 730.4 / 5031.2 = 14,5% * 50 = 7 prestige points
England 306.1 / 5031.2 = 6,1% * 50 = 3 prestige points
Sweden 287.3 / 5031.2 = 5,7% * 50 = 3 prestige points
Brandenburg 77.7 / 5031.2 = 1,5% * 50 = 1 prestige points
Total 5031.2 / 5031.2 = 51 points
Since that is 1 too much, the closest additional point is removed. In that case, Muscowy, which gets 7 prestige points instead of 8, for a total of 50 for all players.

Okay, thanks for the breakdown everyone. I'd just like to correct some slight inaccuracies.

HAL - I'm not counting fake wars in the power point computations, so if the 1 Power Point you were counting for receiving a DoW was from me, I'm afraid that doesn't count for either of us, since we had a prearranged province transfer deal. As a clarification, fighting the AI doesn't count for anything.

Re: Manpower, initially I was going to go in game and look at max manpower, but I also kinda like Tem's way of just using it off stats. That provides a "snapshot of power". But I'm still undecided on this one, anyone have arguments for or against?

I'll try to breakdown everyone's points tomorrow sometime, and look forward to your feedback.

power

10 points at the end of every session will be distributed on the basis of maximum manpower. For example, if you are Russia and you have 500 manpower, and the entiere human-played world combined has 2500 manpower, you would get 500 / 2500 * 10 = 2 power points. 2 points
Similarly, 10 points at the end of every session will be distributed on the basis of fleets. For the purposes of calculation, galleys will count 1/4 the cost of warships, and transports will not count at all. This is in order to get a more accurate reading of the actual value of a fleet. 2
Writing an AAR (+1 point)1 point soon

prestige

Staying at peace for a decade. (+3 prestige) 18 years,so 3?
Owning CoTs (+2 prestige per CoT per session) 2
Owning European provinces (+1 prestige per European province per session) 14
Owning colonial provinces (+.25 prestige per non European province)
7,75
Winning a war (+3 prestige)
50 prestige points will be distributed on the basis of percentage of income. 12
Being the leader in a technology (+1 prestige for each leader in each category) 1 (LT)
Existing! (+10 prestige)
Increasing your income (+1 prestige per 10% increase) from 34,8 at 80,1 makes 230% that are 23

LOL I was thinking about italian culture, but when I made calculations I start to laugh :)

Claim a culture. ( (total # of provinces of that culture) * (total # of provinces of that culture - # owned by player + 1) * 4. This makes it very expensive to claim cultures that you do not almost completely control.)

[18 x (18 - 10 + 1)] x 4 = (18 x 9) x 4 = 162 x 4 = 648 :D

That is why I ask this instead:

1. Fine Art Academy in Castilla - 4prestige

2. Refinery in Catalonia - 5prestige

3. Refinery in Valencia -12prestige

4. Goods manufactury in Siena - 10prestige

5. +2 tax value in Galicia -6prestige

6. +2 tax value in Asturia -6prestige

7. +2 tax value in Leon -6prestige

TOTAL = - 53

53 from 53.5 prestige used = 0.5 left

0 from 3 power used = 3 left

[18 x (18 - 10 + 1)] x 4 = (18 x 9) x 4 = 162 x 4 = 648 :D

go take rest of italy then try that ;)

Okay, time to try and do the calculations.
For ease of calculation, count CoTs separately from provinces. So if you have x european provinces, y colonials, and z cots, you'd get x * 1 + y * .25 + z * 2 prestige.

Also guys, I am not counting the increase of income from 1492 since technically that's a zero and would lead to infinite prestige. But starting next session we will start those calculations.

Winning wars against AI doesn't count for anything as well. Similarly, losing a war vs an AI also doesn't count.

Please let me know if I've missed anything, or if you think something should be changed. Now's the time to discuss, and nothing is set in stone, as we are all aware that the rule set is untested. Also check over your individual tallies and make sure I didn't make any mistakes.

I took the liberty of adding another rule that grants one power point for a victory in which you didn't take land or vassalization. That way nations will still be properly rewarded for winning, even if they didn't succeed (or want to) take land. So England and Austria should each get a point for beating me this session.

Ottomans:

Power:

2 points from Mnapower
2 points from Fleet
1 point from AAR

Total : 5 Power Points

Prestige:

2 points for owning a CoT
29 = 29 * 1 points for European cities
4 = (45-29) * .25 points for colonial cities
12 prestige for income
1 prestige for leader in land tech
10 prestige for existing

Total : 58 prestige

Spain:

Power:

1 power from manpower
1 power from navy
1 from AAR (giving you the benefit of the doubt :) )

Total : 3 Power

Prestige:

29 = 29 * 1 from European Cities
.5 = 2 * .25 from Colonial Cities
10 for existing
2 for owning CoTs (Andalusia)
9 for Spain's share of the world income.
+1 for being the leader in infra tech
+2 for soon-to-be AAR.

Total: 53.5 Prestige

Russia:

Power:

+2 from share of MP
+1 from AAR

Total : 3 Power

Prestige:

+23 = 23 * 1 for European provinces
+.25 = 1 * .25 for Colonial Provinces
+2 for CoTs
+7 from share of income
+10 from existing
+5 for guaranteeing independence of BB and fulfilling obligations by dowing Poland. As a note here, I don't think in general that this should count, but BB is small enough that Poland is a huge threat to it, so I'll count it. But in the future, I'll be very skeptical of guarantees against AI nations.
+2 for AAR that Tem will be giving me even though he didn't say so :p

Total: 49.25 Prestige

Sweden:

Power:

+1 for the Swedish fleet
+1 from the AAR Pibe eagerly volunteered to write.

Power:

1 point for Issuing a declaration of war vs France
1 point for Receiving a declaration of war vs France
1 point for victory over France
1 point for manpower
1 point for AAR
3 points for navy

Total : 7 Power Points

Prestige:

14.5 = 14 * 1 + 1 * .5 points for European provinces (since the Flandern deal was not completed and England still owes Austria half of the purchase, it seems fair to split the benefits between Austria and England.)
.5 prestige = 2 * .25 points for colonial provinces
1 point 2 * .5 = 1 for Flandern CoT
3 prestige for winning war vs France
10 prestige for existing
3 points for income

-5 Prestige for losing war vs France (-2 for losing war and -3 for losing Calais)

Total : 27 Prestige Points

France

+1 for Receiving DoW vs England
+1 for Issuing Dow vs England
+1 for Receiving DoW from Austria

+10 points for Existing
+2 for the AAR KJ eagerly volunteered to do.

Total : 45 Prestige Points

A couple other things. I gave everyone credit for AARs. Should anyone, including myself, fail to deliver on this, they'll lose the points out of next session's tallies. So don't think about dodging your AAR duty... :D

Also, we need to codify our MT rules. Is everyone familiar with this concept? I'll come up with a ruleset shortly and we can talk about that as well.

btw i think refinerys -goods ect should be put back down

currently we have 5starting and 7extra points for every extra wich is rather expensive changed due cheech advise to zeit when he ended up not even joining game i suggest to drop it back down to 5 , easyer to count , less increase but not as little as 3was

another 1 is should we alow prestige points to be set in cash ?
and last

would 10 prestige be able to frop inflaton by 05-1 ?

edit and should vassals in europe give you some prestige from the provs they control like 0.5 or wil it be encouraged to clean all of europe ?
