Judicial Consequences of Terrorist Actions

Mr. Langley, I remember that you once submitted these articles at the MP for review, and my original objection still stands, how to define terrorism.

I have proposed parliament to start immediatly on a definition of terrorism, and to reuse that definition further in other Eutopian law. Do you think that the articles above would work well with a seperate definition of terrorism?

Government Reform Bill

Mr. Deputy Speaker,

I rise to introduce my first of three legislative proposals. I ask any of my colleagues who supports this idea to second it. I hope we can proceed with debate and move for a vote in the near future.

A Proposal Concerning Restructuring our Government and the Nomination of Candidates For Speaker

I. Speaker

A party's lead parliamentary candidate is automatically also that party's candidate for the Speakership; if s/he is not eligible for the Speakership, the second-seeded candidate will be the Speaker candidate, and so on. A party not wishing to nominate a candidate for speaker should post notice of their candidate's withdrawl from the race no later than 3 days after the official certification of the election by the CRO.


II. Government

The number of Cabinet positions will be increased by one as described in the scheme below.

The President will continue to select ministers to fill each ministry. He will select a Vice-President who shall also govern a ministry. The Pesident, at his discretion, may choose to administer one of the ministries himself, rather than appoint a minister to each position.

The President will be a member of all governmental Commissions, the VP a non-voting member of all parliamentary Commissions (i.e., Commissions set up by or at the behest of Parliament).

I would like to give special recognition to Mr. Philipp Schwarzerd for suggesting these reforms and for his work crafting the original proposal.

This proposal does two key things:

1) It speeds up the selection of a Speaker and thus allows the Parliament to begin each new term at a quicker pace.

2) It allows the President more duties, should he desire them, or alternatively it allows the President one more cabinet level advisor. This adds more viewpoints and perspectives to the government.

Death Penalty Commission Bill

Mr. Deputy Speaker,

I rise again to introduce another measure, and I seek another member of parliament who will second this motion.

We all worked together to address the issue of the death penalty in the last term, then rushed through the agreement we had reached during the last term at the beginning of this term.

Unfortunately we were not prepared to act on these recommendations, and the commission that was supposed to meet to investigate the death penalty was never called.

Therefore I propose the following:

A Proposal to Schedule the Work of the Death Penalty Commission

The Committee to Investigate the Application of the Death Penatly in Eutopia (aka The Death Penalty Commission) was established by parliament under previous legislation.

All previous deadlines for the conclusion of the commission's work and its termination are hereby repealed.

The Committee shall formally come together at the beginning of the next term of government.

It shall meet until the conclusion of the term in which it starts.

The Committee shall be formed under the advisement of the MHA, who shall make recommendations about its structure.

If the MHA does not form the committee with 10 days after being named in the new government term, the Parliament is authorized to establish and manage the commission.

I hope you will all agree that this is a fair solution that will allow us to do the work which we all intended to have done.

This legislation is not a criticism of any member of Eutopia's government. No one is to blame for the commission's failure to meet. We simply did not provide clear direction as part of its creation.

I ask for your support of this bill.

Fiscal Responsibility / Monarchy Bill

Finally, Mr. Deputy Speaker, I rise for my third legislative proposal.

It had been stated earlier by a member of parliament that he was concerned about the budget of Eutopia. Though the concerns of this member of parliament were clearly misplaced (he opposed a fiscally sound bill while proposing wasteful government spending of his own) it raises an important point: we must live within our means.

I seems that, if we can, we should terminate some useless government spending.

Thus, my proposal....

A Proposal to Terminate the Committee for Investigation of Resoration of the Eutopian Monarchy

The Parliament hereby abolishes the Committee for Investigation of Restoration of the Eutopian Monarchy.

This is simple and straightforward.



  • 1) The Eutopian people, as evidenced by our past election, are overwhelmingly opposed to the restoration of the monarchy.

    2) The commission, as it was formed, was stacked so that only supporters of the commission were allowed to vote. Thus the commission has no legitimacy or credibility.

    3) The commission has not met in over a month.

Let us end this mistake now. Eutopians do not want to return to the kind of monarchy advocated by the CRE. The supporters of the commission betrayed the government's trust by establishing an unfair commission where dissenters were unallowed to vote. And finally, even the supporters have abandoned this commision.

I look for a member of parliament to second this motion, and I ask for your support.

Where do you base the fact that the Eutopians dont want monarchy in some form? And this commitie does not consist of only CRE members, it is not designed to reinstate some CRE-type monarchy, it is created to look at the best way to reinstate monarchy if that is the will of the people. I see no reason to close this commitie. And AFAIK this commitie has no real impact on the budget.

Thank you for your support. I hoped that most of the "infrastructure" functions, such as energy, transportion, water & sewer, government owned telecommunications, etc. would fall under the new MTEF, even if the word "infrastructure" is not in the title. However, if I have left any other infrastructure service out of the MTEF portfolio that you think should be there, please let me know and I will certainly add it. :)

Note that there a few things some people might think of as "infrastructure" (such as shipping & navigation) that were placed under different ministries.

I'm open to any other suggestions you have about reorganizing any duties.

Thanks again to Mr. Philipp Schwarzerd for his work on the issue, and also for his suggestion about renaming the MHA the Ministry of Immigration and Law Enforcement (MILE) . I think that may be more descriptive and would like to amend the proposal in include this new name.

I would respectfully disagree with you, but I appreciate your debate of the proposal.

I base the fact the vast majority though not all Eutopians don't want the monarchy based on the presidential elections and the large mandate won by the anti-monarchy alliance.

I think this was a clear referedum on the issue.

As for the committee, there was an advisory/steering board that several parties could belong to, but the real power was on a smaller board that only CRE members, and a handful of their allies could serve on. Because of this, it became obvious that no real discussion that included the "cons" with the "pros" would take place.

I do not think we need a committee to investigate the best way to reinstate the monarchy if the majority of people do not want the monarchy. That is a waste of time.

Also, the committee did not come close to ever producing any sort of valuable report or recommendation.

I will agree that it probably does not use a lot of government money, but if it fails to meet its purpose and it is obsolete, then there is no reason we should keep paying for it. Any amount, if it is a waste, is too much.

This is because all other parties wasn't interested. They where all invited, but the comitee almost recived letters where MoP and others said that the comitee was useless. It was constructed of monarchists, and also communists and experts on the area.
