edit: watching the stream now myself, one thing I notice: Manchu is formable now while still being a tributary of the Ming. Wonder if they just took the "not be a subject" requirement out of the decision, or if being a tributary doesn't count as a subject for that now.

Are you sure that they are not empire rank? They changed stuff there. And even with the old system, you can get empire rank while other daimyos still exist as long as you have 15 provinces and at least one daimyo as vassal.But Japan was able to receive tribute from Apache despite not being a united Empire.

Wiz also claimed that Ming were developing his provinces in Manchu, so it seems that lieges can do that to tributaries as well.
In the MP this week it was revealed that there's a new "independent daymio" government type for independent daymios. Can't refind it in the stream though to check what it's bonuses are. But IIRC it was comparable to the Shogunate.Daimyo is a new type of subject, different from a vassal and the bonuses of Shogunate government changed (I suspect that Daimyos don't cost diplomacy slot).
