Lots of times when I force a country to pay me in a peace agreement they promise to do it, but they pay me less than due or nothing at all. Why is this so?

They can't pay more than they have in their treasury. It's a bit unfair that you don't see how much they actually can pay, but otherwise it's neccessary to prevent you (or other countries) to get their cash by waging wars against rich, but weak countries(the so-called cashcow strategy).
You will get a bit more if you wait till Jan 1st, and pause the game then before offering peace. The latest payment will just have wandered into their treasury and from there on to yours...

They can only pay the maximum amount in their treasury, and do so.
Earlier patches let you gain agreed upon amount, but it was too easy to set up a one-province nation as a cashcow, attacking every five years and taking about 1500D to not annex them.
On the other hand the computer cannot demand more than all money in your treasury too, which can be useful at times.

Peace agreements are often unfair because you don`t know how much money the other nation has. You might have taken provinces otherwise. In real life, of course, you would insist on seeing the money beforehand.
You can always check a save game. Texteditor, load save game, search for "treasury" (or "treasure").

Beware though, if you spend money between getting a peace proposal and accepting it, you will end up taking a loan which is a bit unnecessary. Many of us have learned that the hard way thinking that this was a way of getting away with paying less. The AI will get what it asks, no more, no less.
Furthermore, when you do get money in a peace agreement, that money is divided equally between you and your allies. That's another reason for getting less than you asked for.
