I would like to suggest a feature where you can create your own galaxy, how would it work? The game allows you to draw a galaxy shape and would put random systems on it, something like a photoshop. You would choose the clusters and stuff like that but the game would random gen most of the informations.

I have been thinking of something like this since launch. There should be a easier ingame tool for users to create static galaxies and then put it on the workshop.

Just parsing a galaxy shape from a white/notwhite image file would work entirely fine, there's not even a need to implement a graphical editor thing into Stellaris.

There already is one. Made by someone called Retalyx
You just load a picture, black is used to place stars, other colors are blank areas. I sometimes use other colors to help mark out pictures because the program will just view them as blank space.
It's currently abandoned. Which is a shame as it's very well done. I recently made several maps for it only to find out that it doesn't generate fallen empires (I think it did with an earlier version of Stellaris though). I don't know how it handles all of the new features that have come out since it was abandoned (and new patches could break old features).
I don't know if the creator would be ok with someone taking it over, but hopefully someone will.
In the folder whichever file is named galaxy.png will be what gets used to generate a galaxy. You can also randomly generate a map.
Hyperlanes can be randomly generated with options for how many lanes you want per star and how long they can be. You can manually add hyperlanes (I can't figure out how to subtract lanes) you can manually add move or delete stars. You can add nebulae as well. Using the maps disables achievements (they load as mods).

I want a galaxy creator where you can customize everything. It should disable Ironman though as removing the randomness can obviously be exploited.

It should allow you to:
Set how many and what kind of primitives show up in your galaxy. You can customize them like and empire including setting what civilization they are at. No more parrots in stone age space suits.

Set where things spawn. From empires to primitives to special systems to enclaves.

Set what specific type of endgame crisis show up and when they show up.

Ability to customize what ascension path an empire will go down.

Ability to customize systems.

Ability to save your galaxy to replay and share.

I want a galaxy creator where you can customize everything. It should disable Ironman though as removing the randomness can obviously be exploited.

Alot of detailed customization is good of course but I would be satisfied with a very bare bones ingame tool that can manipulate the shape of the galaxy and the rest is randomized as usual. Maybe only pick the spawn spots for FEs could be cool.
