There should be a way to prevent herring runs out in Lund event

Disclaimer before the suggestion: I haven't searched much about it and most of the info is from "THE MEDIEVAL SCANIA FAIRS: DANISH HERRING FISHING AND MARITIME ADAPTATION IN THE MIDDLE AGES, Kudik John J, 1986) Since many people in Paradox is Nordic native, they know better than me for sure. So forgive me if there was a misunderstanding in this.


People love permanent modifiers, and some people including me, love it more than it's worth. However, there is no way to prevent herring runs out event except for infinite save and loading.

In history, the downfall of the Skane market came in because of these reasons.
1. Large school of herring didn't come to Skane except for 1882
2. New fishery in Norway didn't work as well as the one in Skane.
3. While Denmark was dependent on a herring swimming pool, Dutch used factory ships to go where the fish is.
4. Danish peasants had no money to buy these fancy factory ships and Danish law forbids salting on the ship to prevent smuggling.


So my suggestion is this:
0. Luckily, the naval equipment factory is opened at dip lv 11 its standard year is 1544, which is before 1550, the first year 'runs out' event can fire.
1. If you've built or building naval equipment factory in Lund, the following option is allowed.
2. Re-innovate Skane market to a market that sells herrings caught all over the world instead of just salting the locally caught herrings. To do that you have to give subsidies to local fishermen to build factory ships.
3. You'll get some product efficiency minus in the province for a time, devastation in the province for a time, and need some gold for an investment. But you get to keep your coll permanent modifier.
