there is a big problem with sectors building nanite factories

I took the l gate area for my own and started harvesting nanites and then of course I colonized all the planets in that area, but now all those planets started trying to build nanite factories and worse yet ANY new planet I colonize will try to do this if I have it in a sector that is autonomous. So with this fact in mind let us consider that now sectors become kinda pointless when I will have to babysit them anyways.

Sectors work fine when I don't have access to nanite factory tech but as soon as you get it all your sectors start building the damn thing.
