I found this little pearl of a line hidden in the belly of static_modifiers.txt:

non_culture_cot = {
merchant_compete_chance = 0.15 #Each non-culture CoT controlled reduces compete chance by 15%
}

So it seems CoT-hoarding is out in EU3, if you want to be able to use your merchants at all...

Let me give an EU2 example. As I don't have the demo due to internet problems. I playing as France have COTs in I'll De France, Flanders, Tago and Delaware. Delaware as it starts as pagan I convert an is my now my culture. This would mean that I suffer the -15% from Tago and Delaware totalling at -30%.

So can culture change in EU3 or is it as undynamic as ever.

Another question does this refer to culture or culture group?

I don't understand what logic leads to this reduced compete chance ?
When you conquered a CoT the chance is higher that others will kick your merchants out ? And why would that result worldwide ? Does anyone in China care if a CoT in America has my culture yet ?

As far as I understand it, its for all COTs. That would be sad. I accept that you have reduced compete chance in that specific cot YOU OWN if it has wrong culture but if it affects all merchants in general it is just very bad decision.

Sadly, I think that that is not the case. Look at this from static_modifiers.txt:

And now look at the National Idea Shrewd Commerce Practice:

	merchant_compete_chance = 0.1
}
These two pieces of code convince me that each non-culture CoT you own reduce your compete change for every merchant you have.
While in EU2 it was a good idea to conquer CoTs, now it seems to me that conquering non-culture CoTs is something to avoid.

No, let's look at the code comment for a sec:

non_culture_cot = {
merchant_compete_chance = 0.15 #Each non-culture CoT controlled reduces compete chance by 15%
}


For each non-culture CoT controlled (by country X), (country X's) chance to compete (in non-culture CoT's) is reduced by 15%.

So if I'm Burgundy and have two right-culture CoT's (one in Flanders, and one in Delaware) and three wrong culture CoT's (one in Mecklenburg, one in Tago, and one in Genoa), it's going to reduce my ability to compete in any wrong-culture CoT by 45% - be it in Tago or Timbuktu.

I have two right-culture CoT's that I own, but looking at the map, I find that there's a third that I don't control in Lyon (it's French, which is an accepted culture). My ability to compete there is unaffected, as is my ability to compete in my owned right-culture CoT's.

That's how I read it. It's listed under province modifiers, so it would be odd to affect all merchants.

There are other examples under global modifiers that affect all merchants though, like badboy...

But the heading is commentary, so that's not the difference. As the code is the same as for global merchant competitiveness changes (like for badboy or monarch), I assume the non-culture CoT is also global.

In the files there is no evidence that owning a non-culture CoT gives only a local penalty.

I agree that it's odd, I would rather have seen something like local_merchant_compete_chance.

I think I understand where paradox is coming with this idea.

Merchants come from your COT to be sent to COTs. Each merchant represents a trading team.

In the case where you own COTs from other cultures your merchant team speak a mixture of languages and can not understand fellow team members. In which case it fails to compete.
