As the title says, is it intentional or a bug? I have change the khanate religion to Christianity but still unable play because it says that you can't play as Theocratic Kingdom. How can i mod the file in order to play them?

PS: I have check the main holding of the ruler, it's a castle (b_baku) and not a temple.
Edit: I also find out that Golden Horde also listed as theocratic kingdom
