Rather than assume command of all an ally's forces, I think theater command would be reasonable.

Cooperation in the Med without commanding the Pacific would be reasonable for example...

Theaters could be defined just as regions are...

If it could be implemented, indeed could be useful. One trouble could be home countries in one theatre not sending forces to other theatres due to command issues. Perhaps something like units being able to select what theatre they're going to be assigned to. So for example Britain (in European TO) builds a new Heavy Cruiser and designates it for the Pacific TO, and it passes into command of USA, which is the Theatre CO.

Again, could be messy as units cross regions - send ship to Pacific from Britain, cross through Med TO - would they be solo and easy prey, or would they get dragooned by the Med CO and never reach the Pacific?

Some issues to work out, but overall I like the concept. Good halfway point between single Exp. Force divisions and full MC.

I'd say the sending country can send through a theater to another theater, if they send to a theater, they are ceding command to the theater commander when they get there.

It would be handy to have an option to request specific expeditionary forces, so you could for instance select all allied force in Africa and request they be turned over to your command.

On a different note, why does the AI have the ability to split expeditionary formations given to it when I can't do the same to expeditionary forces under my control (or merge them for that matter)? Or have I missed something?
