Aside from the ways you can increase governing capacity and reduce governing cost, you should also decide what land you do and don't state. Though as the HRE specifically, you have enormous amounts of land that fit the usual description of what you should state.

On the other hand, the penalties for being over governing capacity are not actually that big of a deal. You may have to settle for lower level advisors and eat some more coring cost and AE, but you are still getting the full benefit from it.

My logic for stating is in general everything that is in my main trade node and downstream, plus some exceptions like gold mines. You really don't need to state a lot of land.

Any approximation of how much i'd need exactly for mostly the starter HRE landmass? This is my first time.
Very little. As others have said, having sufficient governing capacity is much less about actually increasing your governing capacity, and much more about reducing the cost of your provinces with courthouses (for territories) and town halls (for trading companies and states).

I also assume that you have had high autonomy so haven't been getting through government reforms that fast - it makes a big difference to GC and you should be getting close to big techs. Have a look at the modifiers here https://eu4.paradoxwikis.com/States_and_territories#Governing_capacity but in short:-
- Make sure you are an empire (+400)
- Techs 17/20/24/27 (+250 each) / Techs 8/12 (+100 each)
- Administrative Divisions/L’État c’est moi government reform (+250)
- Admin ideas +25%
and do not go Pussian.
As you can see 1 big tech/government reform is worth 2.5 privalages so it can go up fast.

Little to add here - get your Admin ideas, build your Courthouses, Centralize States, and unstate non-primary/accepted cultures. Other than that, you can also just eat the penalty for being over gov cap; you'll have the economic backbone to do so. Remember that you'll also get more gov cap from keystone techs in Admin down the line.

Also, grats on a very reasonable centralization time for the HRE! :D

OP is already Empire since he united HRE, and in 1567 techs are not helping much yet (I guess he has for sure tech 8 and should also have tech 12). But best would be to have a screenshot of the situation to estimate whats needed
