ioanni is right; some people play with the forced annex rule off anyway. besides, some of the one province minors can perform their historical role: making big fish bigger

seriously, among others, one of the reasons macedonija is so hotly contested is that whoever possesses her has a much stronger position in the balkans (this was the thinking at the time, that whovever had all of it would be the strongest; greece made out the best with salonica).
