It's not even that naval combat couldn't be good if properly done or anything like that. Maybe navies could be great! However, as a consequence of having, at most, two hands, developing anything comes at the direct cost of the opportunity to develop something else in its place. Do we really want navies before steppe hordes, the silk road, artifacts, societies, imperial government for Byzantium, and a dozen other things?
